Hot Local News : Virginia Legislative Reps Propose Menhaden Extinction!

Virginia State Senator Richard H. Stuart of Montross and Va. Delegate Barry Knight of Virginia Beach have filed bills for introduction in the 2012 Virginia General Assembly which could set the stage for total extinction of the Menhadden fishery in the Chesapeake. Menhadden, which form a basic foundation of the Chesapeake Bay's food chain have been increasingly subject to overfishing, and in November, 2011, the Atlantic States marine Fisheries Commission took the first steps towards establishment of science based "catch limits" to preserve the species.

The menhaden fishing industries reaction: let's move to remove all limits and make a fast buck while we can. Two bills pre-filed for introduction in the 2012 Virginia General Assembly pose a grave threat to efforts to promote Bay conservation.

HB 88
Introduced by Barry D. Knight would remove the cap by removing a provision that allows an adjustment for underages or overages in the annual harvest cap to be carried over to the next year's cap limit. Currently, if a person harvests less than the 109,020 metric ton limit on taking menhaden, he can add the difference to his cap for next year's harvest. Conversely, if he exceeds the cap in any one year, he must reduce his harvest in the succeeding year by the amount of the overage of the preceding year.

Introduced by: Richard H. Stuart removes authorization for Virginia's membership in the Atlantic States Marine Fisheries Compact. The purpose of the Compact is to promote better utilization of the marine, shell, and anadromous fisheries of the Atlantic seaboard through the development of a joint program for the promotion and protection of such fisheries and by the prevention of the physical waste of the fisheries from any cause. If any state desires to remove itself from the Compact, it must send a six months' notice in writing to the member states of its intention to withdraw from the Compact.

Volunteerism and citizen participation is perhaps most evident on the government level. Hundreds of concerned citizens volunteer their time each year to assist the City in finding solutions to problems, effecting positive change, and planning for the future.

Lynchburg City Council maintains a strong commitment to citizen
participation as evidenced by the large number of Boards, Commissions, and Committees established by City Council. Some have special membership requirements but most do not. All appointees are required to take an oath of office. These boards and commissions provide valuable service to the City. The City Council is grateful to the many dedicated citizens who volunteer their time to serve as members of these groups.

Lynchburg City School Board Vacancy Notice

The terms of three Lynchburg School Board members will expire on June 30, 2011. All three members are eligible to be considered for re-appointment.

Lynchburg City Council invites residents interested in serving on the School Board to complete an application, which may be obtained in the City Clerk's Office, 900 Church Street, City Hall, between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday, or you can download a copy from the City's web site at www.lynchburgva.gov <http://www.lynchburgva.gov/> . City Council will make appointments for three-year terms of office commencing July 1, 2011, and ending June 30, 2014.

A public hearing will be held on Tuesday, May 10, at 7:30 p.m., to receive the views and/or nominations of the citizens of Lynchburg concerning Council's appointment or re-appointment for the three positions (one from each district) on the Lynchburg School Board. The public hearing will be held in the Council Chamber, City Hall, 900 Church Street, and applications must be received by the City Clerk prior to the May 10 public hearing.

A public hearing regarding the FY 2012 Proposed Operating Budget and the FY 2012-2016 Capital Improvement Program for the City of Lynchburg, which includes funding for general government services, and airport, schools, water, sewer, and other funds, is scheduled for Tuesday, April 5, 2011 at 7:00 p.m. in City Council Chamber, City Hall, 900 Church Street. The purpose of this hearing is to receive citizen input.

Interested persons who wish to speak at this public hearing will be
given an opportunity to be heard and should be prepared to offer
suggestions that are practical in nature. Time limitations will be
observed for each speaker.

RICHMOND- Governor Bob McDonnell today announced that Virginia-based Intersections Inc., a leading provider of consumer and corporate identity risk management services, will establish a customer care center in Altavista. The project will create 250 new jobs.

At-Large Representative - Lynchburg City Council

Bert Dodson, Jr. was born and raised in the Lynchburg area. After graduation from Brookville High School in 1971, he attended Virginia Tech and the University of Richmond, where he earned his BS degree in Business Administration in 1976.

He is President and CEO of Dodson Bros. Exterminating Co., Inc., of Lynchburg, which currently has 33 offices in five states. Dodson Bros., founded in 1944, is one of the largest family-owned pest control firms in the country.

He is an Elder at Quaker Memorial Presbyterian Church, is a member of the State Leadership Council of the National Federation of Independent Business, the Fraternal Order of Police Auxiliary, and the Lynchburg Chamber of Commerce. He is also on the Executive Board of Trustees of Virginia University of Lynchburg and was Chairman of The American Heart Walk for the Lynchburg area in 2001 and 2002, and a member of 2005 Commonwealth of Virginia Commission on Transportation in Urbanized Areas.

Dodson received the 1999 Sam Walton Business Leader Award. The annual award is given to a member of the Greater Lynchburg Chamber of Commerce who embodies the principles of Wal-Mart founder, Sam Walton. He also received the Virginia Pest Management Industry Stewardship Award in 2002 for outstanding service to the pest management industry and the State Association. He was named the 2006 Small-Business Champion in Virginia by the National Federation of Independent Business. In October 2007 Dodson received the Lynchburg Fire and EMS Department's 2007 Advocacy Award.

He was first elected to Lynchburg City Council in May 1998, re-elected for a second term in May 2002 and for a third term in May 2006.
